dex you kick ass. Thanks for taking a sec to talk to me last night. I always hate doing that with people because I know some people play games to get away from the day to day stuff. I really appreciate it.
I did what we talked about last night and flipped the breaker at the compressor and then tried to reset the main A/C breaker. It was still not resetting so this morning I ran to Lowes and bought a new breaker. This was on the outside box so I was careful not touch power. I yanked out the breaker changed the 2 wires one at a time and popped the new one in. Now I had power at the compressor. I also saved $145 for the service call and the time/parts to replace this. (which the electrician I called never called back)
I was happy that the fan worked now, but then my A/C still didn't work (no cold air). I then opened up the outside unit and checked the relays and capacitor. The cap measured exactly what it was rated at. So at that point I gave in and called the A/C company. Well my A/C company http://www.airtronsa.com/ kicks ass. They had me (over the phone) remove my thermostat and turn the breaker off for 30 minutes. I popped it back on and flipped the breaker and voila cold air! My A/C company is still stopping by tomorrow for the seasonal check-up so hopefully they don't find anything that was on the edge.
DISCLAIMER Just so you guys know dex gave suggestions of things it might be, but didn't tell me to go poke around 240V wires. I have small voltage electrical knowledge and know how to use Fluke's and other test equipment so I decided to give it a shot first.

And Ninja......Good call on the A/C service. More than likely,you are low on coolant. The freon(or whatever they are using these days...R-25?) is also the lubricant for the pump. If the coolant is low,sometimes the motor will draw enough current to trip the breaker(especially if the breaker is old) on startup.
I'm sure it will be one of the first things the guy checks.

Yes! A/C guy just left. Always a great deal when the A/C repair guy leaves and you didn't pay a single dollar. Well technically I paid, but last year when I bought the yearly checkup package for $150 that includes 2 checkups and 15% off. The 15% I used when I bought it to lower the cost of my blower replacement.
The only thing he said I need to keep an eye on was my contactor ($254) and capacitor ($266). The cap I had off yesterday when testing and I already know it costs $30. I'm guessing the other part is about the same. Most of the cost is labor.
It's been a good weekend after starting depressed at the thought of spending money.
