I saw your sig with the handsome mug in it alleging it was Xavsnipes' face. This prompted me to do some investigation with the American Consulate in Honduras.

Obviously I was shocked when they sent me their dossier on him.

I have thought about this subject before as well.

Having no experience in that realm, I can't really say anything - but I would suspect that the folks at the source intentionally limit the career capabilties of any Norte Americano. Maintain a security posture that has an imposed ceiling that keeps the Americans at a low level.

Reasoning would be that the DEA is not known for its corruption or willingness to participate in bribes etc. When the Americans get busted you want to limit how far up the pyramid the authorities can go when they start flipping folks for leinient sentences.
