Yes there is an answer. It's in the options menu. Not exactly sure where.
I tend to agree with the other though. I use voice to alert players of infected and to let them know if I'm being attacked. People without voice, regardless of skill, handicap your team to some extent.
It's your game and it's your choice, but then again if someone is being really abusive, I just tell them to stop or we'll vote em off. There are other ways to deal with voice chat than turning it off.
I only do this if they are constantly barking orders, mic spamming, or berating other players. Otherwise, if they are trying to help, I'll put up with it.
You might try some of those tactics before turning voice chat off. Sorry I can't be specific, but it's in the menus (prolly under multiplayer and advanced).Gaming, it's wuts for dinner :P

Yeah, we were kind of moving off topic...but I feel Tonster is right, just to stray once more into Off topicness. There are other, and better ways of dealing with annoying spammers on voice chat
I personally only play regularily with people I know aren't annoying / too vulgar (I'm looking at you, Alan), so your problem isn't as relevant for me as it could be, I guess.

Maybe set the incoming voice receive volume in audio settings to the left? I dunno if that works to mute voice chat, but it's the only thing I can think of...unless if you have your own server, and then there might be one console command to disable voice which might work globally.

Thanks guys for the help, I tried the things u mentioned, and found if I enable chat and set the incoming volume to 0, it is quiet.
I understand where u guys are coming from, and thx again.

normally i dont mind mic's on but sometimes you can get the rotten one constantly screaming swear words down it telling you to hurry up ect when its just a game, i kicked him though and everyone said yes, but thats only the small minority overall mic's do work better, but you dont need them or to type really just used the music to tell you everything thats happening i do

Let's not turn this into a discussion on the appropriateness of enabling or disabling voice-chat in game. Feel free to make another topic on it though, I sure would have a thing to say about people who keep it off. -_-
I know you said that you tried turning it off in the menu, but did you try the console? Sometimes CS:S gets weird for me when I try to mute voice-chat via the menu.
Open your console and type:
sv_voiceenable 0
