Cruisers don't have the ability to track frigates really well. In a cruiser you would probably be better off engaging a BS or another cruiser, as you can speed tank the BS and the cruiser would be a fair fight largely depending on the better fit, who gets the initial advantage and can maintain their chosen range..
If you want to engage frigates in a cruiser you need to be able to get the frigate webbed and most likely scrambled so you knock out his MWD rather than disrupted, and improving your tracking never hurts.

At least you didn't lose anything expensive.
On a lone Rifter, he's probably packing 3 AC's a NOS, and a high-end AB with a (weak) passive shield tank. He's using the ship's speed and the AB's cap drain with the NOS to wear his targets down while he orbits at very close range. Heavy pulses (as most cruiser guns) will have a hard time tracking that close in. The best thing to try is a NOS (or more probably a small neut) of your own and/or a web because his cap situation is fairly tenuous as it is, and he has very little in the way of tank.
The Omen also doesn't do very well when it comes up against smaller ships because of the lack of drones and the need for cruiser guns; the Arbi is a better small-ship hunter, especially with the NOS/neut bonuses and drone space. The best solution though is, as always, flying with a buddy.
