The major difference is that Arma 2 at release was an unplayable poorly optimized POS. Sure it had stuff but what was the point if you could barely get it to run at the time. Arma 3 went the other way with development. They've put a lot of time and effort into making this game as smooth as possible. Assets that you are wishing were in game are easy to add, especially with steamworks integration. I'm excited for the next few months.

And honestly, it makes so much more sense to have a solid running game and add assets later. No one comes back to play an older game because it runs better. They come back because OMGWTF THEY ADDED NEW STUFF!!!!1
optimize first, asset later. Rome total war 2 has been a recent lesson in that regard. Day one DLC but runs like ass.
