As far as stamina goes when you start slowing down press the ~ key and bring up your debug. Lay down and watch your fatigue drop and then your stamina will rise. Also food and drink raise your stamina. Keep yourself full and after a few hours alive you will be able to sprint across the map without stopping

Who is the group leader? The leader has to be the one to place the frequency jammer

I am not the leader and that sucks. Hope that changes.

If you are the one who set the jammer, the next time you all are together, all leave group and log out. Log back in and you start a new group. It will cost you whatever the amount of Krypto to upgrade to the slots you need, so have that on hand. After that, they should all be able to access the base.
