I read in an interview that they didn't raise the cap cause they didn't think people had gotten to it yet, or some crap like that. If they do raise the cap they should update the whole BL game not just this one DLC to support it. I would enjoy going through an ultra difficult play through 3 with lvl 60-65 baddies.
