The few times I've kicked to get a TPG TS3 person in my squad I've prefaced it with something like:
"Hey XXX, I'm going to make room for a buddy in TS3. Hop on with us next time so I won't have to move you for someone else."
Let's them know why I kicked and how they can avoid it.
Edit: Yes, SL's can kick.

Is it against TPG rules for SL to kick players for the sole reason of just making room for one of their friends? Seriously if their not in ts, I'm assuming they probably don't care. As I said before with the new HC mode, we have gotten a lot of random players who just join random squads and probably don't care at all which squad their in.

Makes sense I guess but really what convincing have we done even if we keep him in the squad? That person has no idea the the people in his squad are communicating in ts. The only thing that person sees about a ts is that message that pops up every so often stating the tpg ts ip. If anything maybe kicking them and then telling them they were kicked from the squad because their not on ts might encourage them to go download ts and join the server.

Okay... First... Imis updated the plugin recently so it determines whether to use squad/team channel based on each individual team. Should put you together as a team if there's less than 8 people on your team in TS. If it isn't, then it's likely a bug and we'll get Imis to look at it.
Second... kicking someone from your squad to make room for someone in TS... I have mixed feelings about this. If the person is not following the squad, then sure, maybe. Kicking them just because they aren't in TS makes you look like an elitist prick. I can tell you the one thing I *HATED* about BF2 at TPG was some of the cliquish behavior I saw from clans and 'buddies'. Encourage them to join TS. Maybe they don't see the message.
Third... If you have a SL who isn't being a team player. If he's hanging out on the top of some hill or not pushing the objective... call him out to the admins.
