You might be experiencing packet loss; some of the data just doesn't get to/from where you're connected. Can happen when network traffic gets congested.

Have you ran a simple ping -t test to the server for a few minutes to see if there is any jitter and/or packet loss?

The jitter is your likely culprit. Unfortunetly there is nothing you can do about that other than get a new service provider that is NOT wireless or satelite.

edit: this is going to be a problem in ALL your online games. Some games mask or deal with it better than others, but in FPS games where miliseconds matter you will notice it the most.
