I remain a little skeptical - technically speaking BF3 has VOIP for PC it's just battlelog and not tied into the game directly.

It is completely in-game VOIP. You launch the game and talk to your squad.

I haven't read every post. Nor have I done a deep dive into fucking Twitter or reddit. I'm going on what I've experienced this far in 10 years of Battlefield games + plus countless hours of arguing with dice devs and community mods on the old official EA UK forums.

So if you have compelling evidence, a la a quoted link like you just provided, it would be more helpful to simply post said link and say "Al (et al) this is as concrete as they've gotten) instead of taking the "you're a lazy fuck who won't read (smh) let me google that for you" tack.

It works wonders.

But you probably don't care (did I do it right?)
