Commander
I spent a good while playing Commander today, and here's the breakdown.
Commander in a nutshell can drop a UAV on a specific location and reveal enemy units. Drop an EMP UAV that will block enemy radar/tracking on a specific location. Drop a supply crate, and the occasional quad bike. Depending on the map, either a Tomahawk missile or Gunship. They can promote squads giving an as of yet unknown boosts and perks. Also, the commander can set orders for the squad, just like the squad leader. Lastly, if an enemy player goes on a kill streak the Commander is able to select that enemy player and label them a High Value Target. The HVT becomes visible on the mini map, and gets extra points per kill while labeled HVT. Anyone who kills the HVT obviously gets a bonus as well, based on how many kills the HVT racked up.
Every map has capture points, that while held by your team provide an additional option for commander. Such as a map wide enemy soldier reveal, or map wide enemy vehicle reveal. This is also true for the Gunship/Tomahawk. Which are the only two true offensive capabilities a Commander has. If your team doesn't have the particular capture point for either, Commander can only support and direct.
Commander can use VOIP to talk to squads. It's as simple as click the squad and talk to them. Everyone in the selected squad can hear the Commander and respond to him/her.
So far I've only played one map that I can truly say I impacted the team and forced the win. We were down to one flag, all squads were headed to the Gunship flag, and we were losing bad. I began going to each individual squad and giving them orders, and relaying on VOIP what I wanted them to do. I had sent multiple squads to cap each objective sequentially, so no squad would stand alone. It worked! The squad leaders actually listened, and we turned the map around. It was a whirlwind of fun, and no small task. There's a lot of potential here, but like I said.. It only happened once.
Something I forgot to add. I had a few players that would request a supply drop or UAV scan using the Q feature. This great for the Commander who is trying to manage up to 7 squads over the whole map. I can see you flashing, and what you're requesting, and get you what you need. I'm just sitting there dropping UAV's where I see fit, it's easy to overlook and miss a squad/player in need. That UAV scan may just save your ass, or that supply drop to keep the fight going and from losing that flag.Last edited by damnbulance.dan; 10-29-13 at 09:25 PM.

Re: Commander
A commander selects your squad. You'll know when commander has you selected because the commander name will be highlighted in green. At this point VoIP from the commander can be heard by everyone in your squad. Also the commander can hear everyone in the squad not just the squad leader. Basically it's as if the commander is part your squad while he has you selected far VoIP is concerned.

No, but you can get the commander's attention by using the commo rose.

Someone who is level 10+ should get some screenshots of CO options, so we can make this into an article.

Good writeup dan, and I can attest to the round you were referring to, I believe I recall you talking to our sqaud (Max was SL I believe) and saying "This is amazing, people are actually listening to me"
That was definitely a losing battle that having a commander to organize the team was able to turn it around
