Maximus, I will see if I can post setting tonight after work and maybe some screen shots or something. I hope to test out a few things late tonight.
As far as training goes, all help is appreciated, just would like to let people know I am not new to fps and was a better than average player on bf2142. I really think something else has been contributing to my experience with bf4. I will have to test theses settings and frame rates on a full server to find out for sure if it's me, the settings, or the game.

Rhys, my play style varies depending on kit and role. I don't mind doing a bit of everything but I don't fancy an all out rush to the object usually unless it serves a specific purpose, and I choose to aim with most weapons...pistol may be the exception in this game....or close quarters when time is of the essence.

Even with settings changes and unpacking my cpu, I am between 60 fps and 150 fps depending on the server and the amount of players. I don't have all my settings cranked down to low, but my shots seem to be finding the targets a lot more now and I am not losing the one on one's nearly as much.
I do have another question someone may have an answer to: would enabling my ethernet into teaming mode help at all? I tried it out but didn't really notice any change.

Adding more bandwidth isn't going to by you anything. You're still limited by the speed of your internet connection, which is many times less than a single ethernet port, let alone 2 teamed together.
You may also want to mess with the network smoothing settings within BF4. If your ping is low, I'd try setting to to 0% and see if it helps. Made a difference for me.

Teaming isn't worth it in this situation. You won't see a difference in packet loss or bandwidth. If you can cap your FPS at your low point I would do it...many people feel a little sluggish/jerky when they see big FPS drops, even if the entirety of that drop is outside the visible spectrum. If nothing else you could use vsync as long as you can maintain >60 fps all the time.
