How is it cheating if the setting is available for all to set as they see fit. If it was an issue, why would the developers include it as a setting that could even be changed? Now, if someone were editing a DLL file to disable it, sure. Competitive gamers have always gone and turned off every bell and whistle made available to them to make it easier to spot their opponents.

I choose to play BF4 with a PS3 controller.. All you mouse and keyboard users are cheaters...

Probably going to catch flak but how is this cheating? You haven't added or subtracted anything anyone else can't and no software or files were downloaded and placed inside the game folder altering your game to give you an unfair advantage. It is all part of the games own config file system. If DICE never intended for this to be done within the config files they would have never let you and since Xfactor being the person he is isn't being called out by DICE for this tip is a reinforcement of that in my opinion.
