Did you call for an admin? I stay with teams I am placed on after a scramble and I am kicked those not setting objectives. We tried leaving squads together after the scramble only to have them continue to roll the other team. Even after calling out unfair sides or serious 200+ ticket advantage the only people willing to swap sides to balance things for the most part were admins. If all the admins switch then we have no one watching the other side of the game. We do our best to moderate the game and show by example how to set and follow orders. VOIP is not required but following and setting orders is, call them out and they will be dealt with. Are we on all the time? of course not. But we try.

I started playing BF2 because of friends. We would get on skype or some other OOG voice program and join some random server. That all changed when I/we found TTP. I agree that today TPG isn't really any different than any other server, and I would also contend that has more to do with our dwindling population than Normal/HC/Custom/DLC/Scramble/etc. People with VoIP muted, not setting/following orders, and not working with the team would not be allowed to stick around in BF2/2142. I think we got too soft because of the flaws of BF3, and have allowed that softness to continue in BF4. IMO time to get back to the "good ol' days".

So where are these groups when we were trying to keep the custom settings server full? They weren't there. We changed the settings, the focus of the server and the settings of game play to attract the average player. Single players looking for a regular server to play on are far bigger demographic than the groups of friends looking to play together. We took the vanilla aspect of the game and we are dishing it out in TPG style so the players find us and we do what we can to keep them. The large groups of friends that want to always play together isn't necessarily the future of this particular game. Getting new blood into the gaming server and then into the TPG forums is. Since we made the changes the server has been full nightly and almost seems to populate itself on weekends.

Cracking down on setting orders is likely to make the servers even bigger ghost towns than they tend to be now... The larger majority of gamers doesn't care about that. They care about playing with their friends. They care about their personal stats. They care about their unlocks/achievements. They don't give a shit about team play.
TPG needs to decide where they want to be. You can either be a server actively promoting team play and kicking all non-teamplayers and have your servers struggle to prime and stay full, or you can try to run a popular BF4 server that keeps out the hackers, griefers and troublemakers and doesn't aggressively enforce team play.
There are numerous large communities out there who have very successful servers. They don't enforce a ton of rules and are largely hacker free. They manage to fill their servers 24/7.

I think you've been living in the closet of TPG for far too long. Venture out and visit other servers. You'll find that your statements are largely wrong. As for the TPG server(s)... They've been doing better yes... but I've noticed many nights where it's struggled to even get half full and ends up dead a couple hours later. Typically the weekend is the only time you see both servers fully populated at the same time. I can name at least a half a dozen communities who host BF4 servers who have 8+ servers that are all full 24/7... You need to ask yourself... what are they doing differently that makes them more successful?

Wile I follow your point that we need to increase population, but do we really shed the teamplayer ideals that the community was founded on? Maybe we try pulling players into the forums first. Then they will grow into team players because of the community and friend relationships they build. Friends play together, friends work together, its great and all but there are plenty of people that roll into a server solo and want to play with a squad that is tactically playing the game

The scramble change was made in January, the vanilla setting more recently. We are trying to adapt and find a balance between the vanilla game play that is popular and our ideals and desires to enforce teamplay. Are we there yet? Not by a long shot. Are we getting closer? Hell yes. I am sorry you don't like the conserving of squads on scramble. For the most part, though somewhat shocking at first, has worked successfully for the last 2 months. In the last few weeks since we went vanilla the 64 man server has been doing really well. The 32 man rush server is its own beast and deserves a thread all unto itself. The simple fact of the matter is that those that are still administrating the game felt the need for a change, we will see how it pans out long term. All we do know for certain is the team stacking custom setting we had before left the server empty more often than naught and was seldom if every actually full.

Well.....
We've made a couple of changes that hopefully help. First, the scramble threshold has been raised from 150 tickets to 200. When we had the first complaints of "stacking", the threshold was set at 250 tickets. Hopefully, 200 is a happy medium that keeps the teams somewhat in check without scrambling after almost every map. Second, squads will be kept intact during the scrambles. Between the frequency of the scrambles and the disolving of the squads, it was inconvenient for friends and clan mates to play together. Killing the squads wasn't helping balance the teams, just pissing people off.
As always....open for discussion. Nothing is set in stone, as we all want the best gaming experience possible. Part of that is being able to play with friends. It's impossible to not move people AND have close games every time. Add to that that everyone has their own definition of "stacked", and it's apparent that pleasing everyone is impossible. We just want to come as close as we can.
