I have one rule that i live by when im the tank. Anyone who gets incapped will never, ever get picked up again. Thats my main strat with a tank. I watch over my incaps like a hawk until the die. Personally i think the biggest mistake a tank makes is incapping a survivor and giving chase to the others.

I let teammates try to save their partner. That's what I wait for. I chase the other survivors around and watch for the one who thinks I'm distracted enough to save his friend. I get back to the incapped guy in time to smack his friend and incap him as well.

So yeah, incapped survivors are good bait but I don't wait beside them. I've got partners to back up and I can always run back in time to stop him from being rescued. Besides: pistol damage.
