It is extremely OP, for one Infected can hold down half or an entire team single-handedly. Sure, there's a recharge for the Smoker, but if his team can keep the survivors in one place long enough (Boomer horde, etc.), then he can wreck insane amounts of havoc.
For the Hunter, though, it's more annoying too. The servers I play on which have it enabled give me quite a bit of lag, so by the time I actually pounce someone, I'm still clicking the button to continue pouncing towards them, and so pounce right off. Utterly stupid.
Also, the Hunter release allows me to juggle and pounce from one Survivor to another and actually ring around them repeatedly until they die.

As far as using the release button, you're definitely doing it wrong. If this button works immediately, and with no cooldown, any place with a decent pounce spot will spell certain doom if the hunter knows how to play. This would also make any previously grippable edge into instant kill, because the smoker can now release his tongue at that magic moment to make the survivor forget they need to grab on.
4 hunters can be had if you save the initial 2 and kill the boomer and smoker, one will respawn hunter, the other boomer/smoker, kill him and you have 4 hunters. You can also get 4 hunters later in the match if the boomer and smoker die at the same time, considering the 2 previous hunters died shortly before. Basically, whichever infected dies last in an attack will not respawn next cycle, as long as the others died within 4-6 seconds before that.
i.e: die with hunters, smoker, then boomer, you have 3 hunters 1 smoker. 4 hunters is best attained at the beginning of the round, because the later timing is tricky. For 3-1 it's not so bad, but the 4 secure is a bit more tricky. It's all about finding the proper spot for the smoker. There must be someplace for the boomer to hide very close to him, because as soon as the smoker starts taking damage, you must step out there to die with him. The time limit for all to die must be before the first dead begins their spawn countdown. It must be while their screen still reads "you are dead". This obviously won't work if the survivors are slow in rescuing their companions, but against people like that, do you really need these tactics?

Survivors get points for killing Infected right?
I don't see this working.
Escaping easily, or just going into spawn mode without them killing you.
Best thing they could do is add an instant pounce away for a hunter, a secondary attack that takes 30+ seconds to recharge along with the pounce, so he can use it while being shot, or when whacked off a survivor.
a smoker, could have a small speed boost for a few seconds when his tounge break.
