since he lives near by, perhaps bing his modem to yours or take yours to his. That way you'll know whether the modem is an issue. If not then since the hardware is the same, the problem must lie with his ISP

well realistically if you've both got xbox's it can't be a hardware problem. Meaning it's either modem related or ISP related. If your friend can borrow one from anywhere that will rule out one of the options... otherwise next logical step is to hassle the ISP.
