Can You Run It?
Minimum Specs:
Processor: 3gHz single core/2.0gHz Dual core
RAM: 1GB/2GB for Vista
Video Card: 128MB with support for DirectX 9.0c
and Pixel Shader 2.0 (ATI 9600/GeForce 6600 or higher)
Sound Card: DirectX 9.0c compatible
Steam Ports to be opened:
* UDP 27000 to 27020 inclusive
* TCP 27020 to 27050 inclusive

also... just for giggles, can you put this in a browser:
steam://support/?Issues=*
(I remember reading windows7in this thread somewhere, if you have win7 it will pull up taskhost as malware = false positive))
@iggy: it might be worth adding that link to your sig with the dxdiag, it has a lot of handy stuff in there :-)

may be you just want to check both your ip address i.e., local and external ip address. it can be found here what is my ip

Although not mentioning pirated games etc., you haven't had anything that would have adjusted the hosts file?

when you say didn't do much did it not bring back any output at all? That diagnostic URL is one thats registered when steam is installed and shouldn't require connectivity to the outside world.
So if it doesn't work, the likley problem is with steam and if it does generate something then we're back to connectivity issues with the outside world.
