Artillery is designed for the most part to be a tool that helps your squads get the job done, rather than an instant death machine. If it were too much more frequent or powerful, it would be a really powerful weapon, and it would basically turn in to a game of "Oh gods, we've been sitting in one place for more than a minute, run like hell!" As it stands, the commander fulfills a supporting role for the squads under his/her command, and the tools you get for that purpose are pretty good, at least in my eyes.

I doubt any weapons in real life behaves differently depending on the rank of the operator... 8)
Skill is another matter all together.For when the One Great Scorer comes, to write against your name, he writes not that you won or lost, but how you played the Game

Personally I think the Commander commnads are fine the way they are. If the commander is watching the map and communicating....and more important...knows how to win the map....the tools he has now work fine.
