Most people won't agree, most will call it either whining or being silly, but people are different. If movies come with several ending choices then it's really up to the fans to pick which one they think it went with.

Now the l4d Dlcs aren't really "different endings" so it can be argued there.

to actually be very honest with you I knew I was going to get the bad taste of it when it comes to another person bitching, no I am not whining bills death, I just consider it as non canon is because the level or the DLC never came with it.

Valve made L4D1 and L4D2. Valve made the DLC "The Passing". Valve is making the DLC for L4D1 which you get to play as the original survivors and make the sacrifice that leads to Bill's death. What more is there to this argument? If Bill's death was a 3rd party mod, I would agree with you. Valve killed Bill. I stood over his dead body in The Port and poured out my 40 of Boomer Bile in his honor.

I understand what you are trying to get at with DLCs not being cannon because they aren't expansions, but all a DLC is is a small expansion of the game. Hell the expansion to Dragon Age: Origins is a DLC, would you not consider that cannon?

Valve decided to kill Bill, so my opinion would be; yes Bill's death is cannon.
