You can still rank up, what you talking about son. It's just a different method of ranking up. Points do still count towards helping you rank up, just not directly.

No, no, no. You can go higher. EA assigns you the rank based on time played and points gained in that time played. You have a play a lot and be extremely good to get assigned a higher rank.

Brigadier General is the highest normal rank that you earn as a regular person with a life n' stuff. Then they have these extra star ranks that you only get to keep for a week, and you only earn if you play a ridiculous amount or are a hacker/exploiter. EA is pretty tight-lipped about exactly how you get them, but they seem to include certain minimum numbers of points per week. Interestingly enough, something like 75% of the Supreme Commanders have subsequently had their stats wiped.

So yeah, for me, I figure I'm pretty well topped out at brigadier, and the rest of the awards are just for giggles.
