Well I wouldn't expect to be able to play games on an Integrated Graphics card anyway, so that could be a problem. You should be able to at least launch it though.

Try #3 and then #1 again. Also right click TF2 > Properties > Set Launch items and put in "-novid".

And I still don't understand what your first problem is.

First problem's like this. The black is just black and Vault Boy represents the wear the game or password menu will be and the size of it (roughly)

Will try 3 now. Hope it doesn't screw up.

Ok, right click TF2 > Properties > Set Launch Options.

If your resolution is 1024x768, put this in:

-h768 -w1024

It should force the games to that resolution.

Also make sure your resolution properties are correct by right clicking on the Desktop > Screen Resolution.
