If people on both sides get to kick people, it'll be unfair in a way. Plus, if the team killer was a friend of theirs, then there's no point, they'd keep him in. :/

You think people are being dicks now by kicking their own teammates, imagine what would happen if you had control over the other teams players.

Fact is, you (elite) messed up. You really thought you could kill a smoker hiding behind a car alarm with a pistol?

Maybe they overreacted, but you used poor judgement and then they got mad about it. I'm sorry but that's the whole point of vote kicking, if the majority of the team doesn't want you on their team, then that's just a rough fact of life.

Tell your team there's a smoker behind the car, and then let them handle it.

I'm not going to get in to who was right or who was wrong, because it's been covered pretty much already, but what does this suggestion have to do with your story, anyways?

In my opinions the votekick system should be for your own team first. If there is three ticks, it should be sent on to the infected team.

The Survivors/Infected team have chosen to kick "Insert Player Name here"

The car lot in The Parish is so fun lol, games can be completely turned around there. Against a good team, you might climb out of the sewer with everyone red or at least one person dead. If my team won't survive one alarm car, I usually tell everyone to come to the back and I shoot all the cars and wait the hordes out. With the right spawn blocking, it should be an easy stroll through the impound lot once the hordes die out.

Same goes with The Parish 1, you can get so screwed once you get to the alarm car, if I feel like playing it safe, we'll shoot the car and wait it out in the cafe. But yeah, unless you absolutely have too, shooting alarmed cars is a big no-no.
