Additional analysis seems to indicate that this is to give people the incentive to buy new vs used. A big middle finger to the Gamestops of the world.

That sounds like marketing speak... Let me Translate:

These first two map packs are just the first installment to our new product we gave you. We love the fact you are all hooked and now we plan to World of Warcraft your butts by releasing new maps at $15 each, to ensure our investors are willing to continue funding BF3

They said that the original owner gets the maps for free. While, someone that bought the game used has to pay some amount(I think it was $10) to be able to access the DLC.

More reading on the EA Forums and whatnot and it appears the game ships with the content, they're just going to selectively activate it over time. Big middle finger to Gamestop & Co.

AWESOME move then. The only thing that I'll buy used is a car and a movie. Other than that it pays to get shit fresh. That's not to say that buying used or trading in is completely worthless. I just don't do it.
