He's already got another account. In the eyes of TTP, a VAC/PB ban on one account results in one thing, and one thing only... excommunication. If you can get Valve or Evenbalance to revert your ban, then you're welcomed back. Buying another copy of the game to circumvent a pan will only get that account banned as well.

And the story goes from selling the account and that guy getting it VAC'd to the account was high jacked.
