Not sure this is what they are talking about but some USB hubs (including ones in monitors) are USB 1.0 or 2.0 meanign they are slower speed than ones on the PC. You reduce the chance of being slowed down but eliminating those choke points.
That said I know it matters for file copying large amounts of data. No clue what effect it might have on gaming.

Hubs take a single USB port and allow multiple devices. So... you take 2 (for sake of example) USB devices and have them using the same physical port on your PC... so you're effectively halving the effective bandwidth of that USB port. There's also some overhead associated with the USB hub, so it lowers the available bandwidth of even a single device.
