What would be ideal is a list of the things we want to implement/fix in the OP. I would be willing to search for answers, but it is pretty impossible when I have no clue what the question is. If we had a list of ALL of the issues then we could all work together to get them tackled.

Agreed. I've just been making an effort to find solutions to the problems that I have personally seen on the server. Hub if you want, update the OP with subjects you need help researching.

FOR 1.7.5.1 - How to modify the Crash Heli spawn rate, variance, chance, and location (radius):

If I understand this correctly, suggest setting the spawn rate to 20 minutes (20*60), variance of 5 minutes (5*60), chance at 1 (if not already), and increase location to 3000. I could be wrong though.
