Admin options to think about:
Bump up the vehicle count. 150-200+
Ad-Hoc missions/Objectives.
Add buildings to "forgotten" places on the map.
Add a new Spawn location, inside a Prison Camp.

User Options to consider:
Alter your play style a few nights of the week, If you PvE, try PvP and V/V.
Drop an Egg every so often.
Public Tents?
Demolishon Derby?
Races...

These would add an element to the server that no one else, or Few have.
Next is Population. How did we do this in the past?
-Server Raids.
-Word of Mouth
-Contests. Most play time, Most PvP kills, Most Zombie Kills, gets _____ at the end of a month/week/weekend.

Also, Consider Hosting Arma 2 Wasteland, Hear me out.
It's the same base game, and can polish your PvP.
I know a bunch of people who play other "communities" because they have a wasteland and a Dayz Server with Combined $ pay for Perks.
