i just want
cs:go to be consistent some days ill drop 40 another time ill go 4-16 I want the constancy of 1.6 and source in cs:go. and what annoys me is I will shoot a person first but than after me putting 4 bullets in him he shoots back and i die instantly come the fuck on really? when will it be consistent!

I feel the exact same way about source. I actually think CSGO is 100 times more consistent. Make sure your rates are set appropriately:
rate 80000
cl_cmdrate 64
cl_updaterate 64
cl_interp_ratio 0
^optimal for tpg.
Change cmdrate and updaterate to 128 if you play on 128 tick servers. If you get loss lower your rate, choke increase it. 80000 is max at tpg. In source you change your cl_interp to set the lerp. In GO you set your cl_interp_ratio to set the lerp.Did I say that or was I just thinking it?

You can actually just set them to 128 in your autoexec, if you join a server with a lower tick like 102 or 64 like tpg, the server overrides your rates automatically (cmd and update).
AFAIK, interp ratio at 0 actually sets itself to 1 in game, don't think 0 is an actual option. Also, the interp ratio setting is debatable, "1" will give you the lowest possible lerp which is orange (15.6ms on TPG due to it being 64 tick) and supposedly the best possible registration, but there are players out there that use "2" and prefer the lerp to be white (31.3ms on TPG due to it being 64 tick) and believe that white gives you the best possible registration. Sounds like Counter-Strike to me.... good days and bad days. Hate the player not the game. I see about the same level of game inconsistency as always. In Source I would shoot people and see blood but no registration, same thing with 1.6, same thing with GO.
Dealing with individuals using all sorts of different configs is bound to end up being inconsistent.
