    Dying server = a drop in player percentage by 30% or more in the course of 2-5 mins, without a gain of players.

    So from 20, if you go to 14, that's dying, if no one join in the next 5 mins.

    KEYWORD: DYING, not DEAD.

    Dead would be under 5v5.

    Edit: Also, if you have just finished playing a map 11v11 and then the map changes. Sure, there are 22 people on the server with non-reservists potentially trying to reconnect their way in NOW, but they do not instantly rejoin once the next map starts and... you know... what IF?! Similar to a litigation-averse doctor, an air traffic controller or a hypochondriac, we must recommend the safest treatment which is an instant change to dust2.

    2am EST seems to be the normal cutoff for the servers. It works well for me because that's when I should technically go to bed. =)

    On weekdays we can usually keep one server going to midnight pst. I play till 2 am on weekends pretty regularly.
