Cbble is a 5v5 map, which is super CT biased. Ts are lucky to win 5 rounds.

If a map is ct sided or t sided shouldn't matter as it's first to 16. You still have to eventually play the hard side. Plus with the format that idunn said about home team picking the map and away team picking the starting side still means that the away SHOULD be starting on the "easier" side of the map and thus have the momentum going into the second half.
One thing that confuses me (maybe not the right thread) is the format. I've heard double elimination but who gets the first round bye? I assume it will be random but a round robin play for seeding and then the tourney play would be ideal (but more time consuming).
On maps, I say just pick the 16 most play de maps. Those would be: d2, piranesi, season, inferno, nuke, lost temple pro, mill, cbble, strike, chateau, port, contra, train, aztec, d2 night, russka. Perhaps take out d2 night and add the next played map which is nighthawk pro. I'm sure there's maps in this rotation that might not have the best 5v5 flow or maps that people want to see in there - just community rule those out.

This is about the community, not the CAL-O SEMI FINALS.

Take top 8 most played maps. Why 16? Your list includes aztec. That's ignorant (michael jackson south park voice).
