What??

There is no guaranteed way to increase reflex time that works for everyone aside from pratice practice practice. The more time spent playing various maps and using various weapons against various players and their unique styles.. will build your skill set including reflexes.

I played with Bunni on several clans back in the UT series... and hes not the only one i know of who says that playing with no sound helps.. but it never seemed to work for me ^.^ I always swore by simple common sense.. and knowing and being prepared for where someone is coming from. If you are smart about where you think people are going.. you can be prepared and thus there is less of a surprise when they appear meaning usually u get the quicker shot off. Common sense trumps everything else in my opinion.
