every computer.. mouse.. and mousepad is different so its hard to say in general whats best.
When i used a razer diamondback mouse.. i had my sensitivity set much lower than it currently is with my 518. That was because the diamondback was much lighter. To each his own though.....
Basically a lower sensitivity as gr4ve said... means a steadier crosshair because your movements arnt so jerky. That means better accuracy at distance. However at close range with the need to turn suddenly in many cases.. a higher sensitivity works better imo. However as i said.. there are a lot of variables to that.. your comp power/graphics.. your mouse style/brand.. your mousepad surface/style.
