Ive heard hackers brag that before that they have unlimited IDs. I know there are plenty of scams being run to steal user accounts as well as ways to get accounts from internet cafes. How many steam IDs can one hacker have? Who knows but I also doubt that its unlimited.

Some guy tried to scam me once... but it was a sad attempt...first of all he added me on Steam Friends, his username was like "Steam Op", and he messages me on friends saying there has been a problem with my Steam ID being used in two places at once, and that in order to fix it he needs my Username and Password......which was absolutely ridiculous...cause 1. he added me on friends to tell me this, and 2. it says RIGHT ON THE WINDOW "Never tell your password to anyone", and 3....well he freaking added me on friends

Even then... It's not unlimited. Net Cafe's only have so many computers and each computer only has 1 ID. Or all the internet cafe's I've been to only had 1 copy of steam on it each computer. Then each cafe has around 20 computers. He may have quite a few, but like I said... he will soon run out.
