Yeah thats pretty much it. The reason things were blocked is to keep from having texture wall hacks either through modified walls or through extended weapon skins. I agree that the stock skins get boring after a while, but its really a small price to pay to keep everyone honest.
Ultimately having it set to sv_pure 2 with all textures being loaded from the steam cache would level the playing field and eliminate any advantage from models. I don't know if theres any reason for not doing this, other than it removes all customization options but since the goal here is teamplay, the real fun is from winning through cooperation and not fancy eye candy. To me it wouldn't matter either way since my cfg makes everything look almost as bad as 1.6.
