Looks like your huds fucked, trying to render at a different resolution with an offset.
First try launching with autoconfig, this likely though will not fix your problem:
- Open Steam
- Go to the "My Games" tab
- Right-click the game which needs to be reconfigured
- Select "Properties" from the menu
- Click the "Set launch options..." button
- Add -autoconfig at the end of the line, be sure to include a space before the " - " and anything before it.
- Go to your steam install location and browse to the counterstrike source folder, something like C:\Program Files\steam\steamapps\STEAMUSERNAME\counter-strike source
- in the counter-strike source folder, delete/rename the cstrike folder.
- In steam, launch counterstrike, it will take a bit longer to load (as steam is rebuilding your cstrike folder
- you will have to retune your settings, I would highly not recommend keeping any config files from the borked cstrike folder, as they may contain settings causing the issue.
If neither of these methods work, you can restore your cstrike folder, first RENAME (not delete) the new cstrike, then rename your old cstrike it back to cstrike, or restore it form the recyling bin, then delete the new one. You dont have to, just if you are picky.
Install the latest directx runtime:

Reinstall your graphic drivers.
Give it another go.
Id be astounded if this does fix it.

eh if thats a engine issue, its with the 19x resolution, run windowed at a lower resolution (prolly 1680x1050) and see if that does anything.
