    [RP-LM] Resolution 012: Veto Power Adjustment

    Good afternoon members of the Regional Council.

    The recent census of the region has shown some surprising statistics:




    As you can see, 15 nations currently have populations over 1 billion people and therefore have the potential to use their veto power.

    The Dominion of Evil Cenoboites feels this an unacceptable number which will complicate and slow down the affairs of the Regional Council. As a result we propose a change to the population requirement from 1 billion to 1.5 billion people as shown below.

    Current Policy (not adjusted for the recent census):

    Each representative is afforded one vote in all resolutions. You may refuse to vote on any resolution. The representatives of the Crimmond, WW_BITEME, De Dragon, and the Empire of Man hold veto power, as their nations have populations of over one billion each (upon attaining a population of one billion, a nation receives veto power). Both have the power to kill any resolution. If desired, one my chose to over-ride the veto of another ("vetoing a veto"). A resolution requires a majority to become regional law. Therefore, if the number of affirmative votes is greater than the number of negative votes, the resolution passes. If the reverse occurs, the resolution fails.

    "Always remember, the good of the region is held above all other goals, principles, and ventures. Let not your own desires interfere with those of the Region as a whole."

    The DOEC believes that it is sometimes necessary to make sacrifices for the greater good. In this situation, it is necessary for several nations to give up some of their power so that the Regional Council can continue to function in a smooth and effective manner.

    In particular, the DOEC fears that having 15 nations with veto power will result in "veto wars" in which resolutions become stalemated and "veto alliances" in which nations join together until their self interests are guaranteed. Both of these circumstances would severely hinder the Regional Council and could, over time, render it a useless organization.

    "My government, having been a part in proposing the formation of the Regional Council and a sworn protector of it, will abide by any resolution or action that preserves it integrity and influence within the region. Therefore, the Empire of Man votes in favour of this resolution.

    I would advise that we develop a more permanent system. In a few months, we will once again need to raise the population limit to prevent a large number of nations from holding veto power (and thus negating its effectiveness). This continued "raising the bar" places the smaller nations at a disadvantage, as they will only hold veto power for a short time before they lose it again (if they ever attain it at all). As history has shown us, when the little guy is perpetually passed over and left powerless, rebellion follows.

    Thus, I propose that we use the 1.5 billion population limit as an interim measure while we work to create a permanent system."
