Uhhhh, what? It was my impression that is was random, or I never would have EVER been kicked for a reserved slot before I bought myself one, since on the old servers I would always have under 30 pings. It should be random. Anything else can be exploited. Time limit can be exploited easily by reconnecting to the server at the end of every map, and if by lowest connection time we would never get new players. High ping isn't fair for those who live farther from the server.

Random is the only fair way to do it.

The $5 a month is very worth it in any case. If I come home from a hard day at work and want to play some CS:S, it's less than 30 seconds after Steam loads before I'm in either server with 21 other people.
