Awp server...

Is there any reason in particular that AWPS are disabled on the AWP server still? I figured they were turned off at first because the no awp was locked for awhile but they are still banned.

The mod plugin's and general server config is still being worked on. Expect some transient behavior out of the norm for now. Please be patient.

It's actually CSS god telling us that the game is more fair and balanced without the awp, and so he smit it from the game's code so it would no longer be enabled.
