Was going to list the old cs maps that had parts were nightvision was needed, but all I could think about was that old map de_tundra (was actually thinking about cs_survivor, but tundra wasn't bad either). That was a bad ass map.

This. Back when you could switch the lights on/off in the main/upper/lower levels independently. Militia also had light switches as well. With most of the maps I see anymore the light levels are fairly flush so there are very few locations that are dark. Those that are dark enough to hide in are small or narrow. Couple prefire shots takes care of that. So yeah, map designers have pretty much deprecated any NV strategies.
Survivor was bright as shit, I can't see anyone needing NV there. Maybe around the upper bridges or to see inside the fuselage? Come to think of it the only CS:S maps I've played more than once where you could hide in an area that wasn't a 3x3 hole somewhere is the luggage bay in cs_747.

This...although, I don't remember survivor being that bright.
Seeing this topic reminded of an article that a guy wrote up on how Valve could improve on the night vision effect....but I can't find it. :/
