The only reason this applies is because in CS:S you don't have the sway when you're scoped in. Aiming for the chest is just much more reliable than trying to get headshots all the time.

This doesn't mean you can't just go for headshots, you just have to aim longer and hope the person you're shooting at isn't strafing like a motherfucker. The aiming longer part is what gets you killed.
