It's hard to tell how intelligent an ape is because it's equally hard to be able to test.
And if you dare say "but we have animal testing!1!!11" I will thump you, lol, apes aren't used, the rules are really strict and any research results found from experiments that are deemed unethical are null and void on the basis they weren't done right.

well, the level of intelligence has little to do with whether you could teach a 4 year old sign language as to the best of my knowledge it takes quite a long time to teach apes and such signlanguage and you can't keep a 4 year old at that developmental stage for long enough....
A 4 year old will be learning about the world and questioning everything/ being a bit of a terror, however you choose to look at it. Most of the apes are well into adulthood so are not in this inquisitive stage and can be taught sign language over a long period of time.
