And to civils point, goons have either blued up, or bought off literally anyone who has a legit chance of hurting them. Which is smart from a gameplay, meta, empire building perspective. They also still live in 'Fortress Dekklein' and since the Phoebe-patch jump range changes has made that space effectively unassailable. So a 40k+ coalition of blues.
But lots of other places in New Eden continue to enjoy fun fights over space pixels regardless of whether it's attached to sovereignty or not.
A significant rebalance to capital ships is due in the summer. Along with ongoing changes to sovereignty and sovereignty based structures.

There are actually a lot of smaller alliances that now hold sov. And holding it IS actually easier if it's space the alliance actively uses. Something added in the Aegis patch called ADM (activity defense multiplier). The sov system is now potentially less of a grind than dominion sov (in terms of ehp grind). That got replaced with entosis links. CCP is currently working and improving the balance between a wholly entosis based system and one that includes so key structures to fight on/over that have a more traditional ehp component.
That said, there isn't a large chance that a small alliance could successfully defend themselves from a coalition the size of goons (though is that a bad thing?). But, it's also something goons (or anyone else) would really have to commit to taking. And for small pockets of space there simply isn't any financial reason, typically, for goons to want to do that. Couple this with the very real pita that large move ops/deployment are now with Phoebe jump changes and there's even less reason to invade someone in 00 unless they have want you want or really pissed in your Cheerios.
It's arguable that Aegis (Fozzie) sov should've been a more direct compromise between dominion (ehp), pos sov (moon control pre dominion) and the current capture the node of Aegis sov. It looks like they are aware of that and working towards it.
Time will tell how well it works out. I think more people like it than not though. The old guard of relatively small but super cap heavy groups don't care for it as much and have folded or shrunk. But in the whole it's probably more engaging than 'shoot sbu #37'.
