Just means the people who waited for the last day to craft their coal got screwed over, no games left to get.

Until the last 2 days of the sale your chances of getting something you can actually play was probably much higher from crafting your coal then hoping to win something.

There were 78 achievements, so even if someone owned every game, and got only coal, that is 78 entries. Out of the 1,151 prizes, 1000 of them are Valve complete packs which most people own all or most games in it. So that drops it down to 151 prizes. There was a peak of 4.5 million steam users online at once today, even with a low estimation of 2 coal per person (Not counting the large number of extra idle accounts people have that got the ~10 free coal/coupons) that is 9 millions entries.

78 / 9 million = chance to win the drawing for one prize = 0.00086% * 151 (Number of prizes) = 0.13% chance of winning something if you have/buy every game with an achievement and get only coal.

Which is much lower than the rumored 1% chance of getting a game from any single prize/coal craft.
