That only happens when you do like Kanati, and randomly try to add keys, without checking to see if you own the game first.

It happened to me when I legitimately was adding keys and I did not own any of the games. The error message text is misleading.....

I think its a hard limit of 25 keys per day or something, whether they failed or succeeded at being added.

It goes away after a random amount of time from 10 minutes to a few hours.
