The Airdrop player count qualifier needs to be set to 1. As it stands, the default is 50 players before an airdrop comes in. I believe that is a setting found under the regular config and not rust++.
In the rust++ file, starters kets need to be set to false. Theres a few more options as well but I dont have my stuff up atm.

Had a good time on the server last night. Just a wee bit of stutter at one point and a little rubber banding at another, but thats it. Thank you.
And our first random join, and Cookie going hostile made things interesting. Cant wait to see some population/factions build up.
In regards to settings, i agree with Razor, cut the C4/Explosives/said blueprints from zombie drops and crates.
I noticed that grass defaulted "off" for me... wondering if anyone else experienced that.
When cookie killed Green last night, i don't recall a kill message, are they on and i just missed it?
