As for why some things were mentioned in this game and not BL2, I think the actual chronological release dates of the games needs to be remembered. Imagine that you were playing BL2 and character X mentions some random event that happened and gives it no context whatsoever. You would be sitting there thinking that the writing sucks and they aren't telling you important aspects of the story. In terms of writing the story for the pre-sequel, they were seriously boxed in by the standards already set in BL2. They basically had to stay within a set of parameters to allow BL2 to continue making sense. I was very impressed with how well they did that.
Your example of the vault hunters from BL2 never mentioning that they worked WITH Jack makes perfect sense to me in terms of the story. Why would they mention that they worked with Jack, double crossed him, failed, and turned him into a world dominating psycho? It's an embarrassment to them, and were I in their shoes, I wouldn't want to mention it either - especially to a vault hunter that they want to work with them.
I feel that this same thought really ties into your final point as well, saying that there weren't any new characters. While that is true, again, it makes perfect sense to me. Where would the characters have gone in BL2? Should they create a whole cast of new characters for us to enjoy, and then kill EVERY single one of them to explain why they are not in BL2? It wouldn't be satisfying at all, it would actually be more frustrating than anything else.
I do agree with you that the ending was a bit lackluster, there are still a lot of unanswered questions between the Pre-Sequel and BL2. I'm hoping that the DLC's hope to clear up some of the plot holes that are still hanging around. I was also waiting for the fight with Wilhelm, but I'm pretty confident in assuming that will be one of the DLC's.
