Steam Window Slowness

Has anyone experienced slowness loading (if it loads at all vs a black screen) the various windows in steam (ie store, library, workshop,etc) ? I've had this issue after several small updates of the sort that require a steam restart within the last week.. and if so, have you figured out how to solve the issue.. I'll say that all internet related stuff works fine

They happen every once and awhile, but if I just wait 'till a bit later, it works again.

I've always just assumed it was steam servers for that page having trouble at that time.

The only problem I have with steam is occaisonally on starting steam it will freeze for 30 seconds or so while it scans my 300+ game library. Then it will be responsive again.

Oh and occaisonally on a steam client update it won't start itself again after closing, and then even if it does start again the login won't work till I close it and re-open the client to login.
