I'm not sure I understand. A user you don't know sent you a batch file?
I hope you didn't run it.
I can't imagine how that could help, or why it would ever be necessary.
But let's imagine I'm wrong. Let's presume that there could possibly exist a .BAT file that would fix your problem. In that case, you should open the batch file in a text editor and understand every line before you even consider running it. If you understand every line of code, you will then understand what it does - and then you will know how to do those things without the batch file.
If you're gonna take this route, you must make sure you open the file in a way that only views the text. You must not run the file.
Back to a more possible world: Isn't the Steam client its own executable?
When you run it, what happens?
