Well at first it was a flat out "no" from what I saw in the clip. Later though when they were talking about HL2EP3 he was saying that if he gets 15,000 emails saying CS2 should be bundled with it, they would definitely look into.
To me, that isn't a yes or a no really, more of a "we'll have to think about it more." Since Valve seems to be good at listening to the customers, if enough people do say they want CS2 to be with HL2EP3, then I think they'll do it, assuming of course the "oranger orange box" comes with stuff equally as great as the original Orange Box, say Portal 2 as well?
I'd think it'd also depend though with what they decide and ultimately do with CS2.

I'd like them to make it a little bit better than that. To me a true sequel is better than the previous one (or should be in games at least) not just a copy of something older. Copy the DoD settings, and then update them, modify them so it's not just a "DoD clone, reskinned" and then it'd be better. If they do to CS2 what they did to TF2 though, things will be off to a good start.

What they need to do is take a look at 1.6 and what made it the most popular online FPS for such a long time - basically, that it had the gameplay mechanic absolutely dialed in - and take the same goal into CS2. If they take the approach they had with CS:S - that is, make a tactical shooter that promotes non-tactical gameplay... they will have another CS:S, or, a moderately received game with a moderately sized player base. The guns, maps, models, whatever, is all periphery - the core gameplay mechanic is what matters in the end. The moving and the shooting.
